Philip Brooks Coulter

Philip Brooks Coulter (27th February 1939 in Elizabethtown, Kentucky, USA; abbreviated: Philip B. Coulter) is an US political scientist and is Dean (Emeritus) and Professor Emeritus of Political Science at the University of New Orleans (UNO).
