Hilli Liko was born in Rrupaj, Albania. After finishing high school he went to the Military Academy of Albania, from which he graduated successfully.
He continued his graduate studies with a specialization. He has worked in the military units in the Defense Ministry of the Republic of Albania, between the years 1981-1989.
Later Hilli Liko started to work in the Ministry of Interior Affairs. Between the years 2000-2005 he has worked as a journalist in the magazine 'Police Today', which was an organ of the Ministry of Public Order.
He has been frequently active in the literature and publishing field. Hilli Liko won prices in national and local competitions. He published his first writings in the tender age of 15 years.
He has been a great man of influence to those, who passed his path.
