This is a report by twelve nationally known lawyers, including the Harvard Law School’s Felix Frankfurter, Roscoe Pound, and Zechariah Chafee, Jr., issued in May 1920 into the unconstitutional practices committed by the Department of Justice during the Palmer Raids. It was a sweeping indictment, solidly supported by evidence, of Attorney General A. Mitchell Palmer and his raids, principally of the raid of January 2, 1920, both raids directed by Palmer's special assistant, John Edgar Hoover.
