Charles Lloyd was secretary to George Grenville, and the authorship is attributed to him by Halkett & Laing (2nd ed.), Cushing (Anonyms), Winsor (Narr. & crit. hist.), BM and the Dictionary of national biography, which adds that "much of this pamphlet ... was dictated by Grenville himself." On the other hand, W.J. Smith, editor of "The Grenville papers," maintains that Lord Temple was the author, and others mention the Earl of Liverpool.
