Imprint supplied by Evans, who gives date April 30, 1784. "This report was read April 22, made the order of the day for Monday, April 26, and passed April 30"--Journals of the Continental Congress, v. 26, p. 320.
Includes two resolutions recommending that the legislatures of the several states vest Congress with powers to regulate foreign trade. The term of 15 years fixed in the resolutions is blank in this draft.
