If we are to have a sensible debate about drugs and the law and make reforms that help to reduce drug-related harm, a first step is to understand the nature of current laws and how people are actually being dealt with when they break the law. This information is also vital if we are to work effectively with drug users and to support them if they fall foul of the law. It is also important for people who work with drug users to protect themselves by being clear about the legal parameters they work within and the legal constraints and obligations they face.
