Etant donné son caractère interétatique, les intérêts des grandes puissances et des Etats voisins, tels que la Russie, les Etats-Unis, la Turquie, et l'Iran, liés à la position géostratégique du Caucase et aux ressources naturelles de la mer Caspienne, ne sont pas de nature à favoriser le règlement du conflit.
