Revised set of requirements (referred to as the "program") for designs for the World Trade Center site. This program was presented to the Innovative Design Study participants after it had been shaped by thousands of public comments received after the release of the first set of plans for the site.

Elements of the new program include preserving the footprints of the Twin Towers for memorial-related space, restoring a powerful, tall symbol in Lower Manhattan's skyline, improving connectivity within Lower Manhattan, and creating a grand promenade along West Street.
