This report documents the failure of the peace process in the hope that lessons can be learned from mistakes made by the U.N. and the international community. Unchecked arms flow undermined confidence in the peace process. The government used its oil wealth, and UNITA its diamond sales, to fund arms purchases. The U.N. extended its embargo to include diamonds only in 1998, and began to investigate the embargo's implementation only in 1999.
