520 0 $aConcerned about fluctuations in the prices of primary products has a long history. Currently it figures prominently in the debate on the so-called 'Norht-South' relationship between 'rich' and 'poor' countries. It has been particularly emphasised in proposals put forward by the United Nations Conference on Trade and Development (UNCTAD) and, more recently, by the 'Brandt Commision'. The discussion has always combined the two objectives of smoothing out the more violent fluctuations in prices and raising their average level. It is apparent, however, that the latter is what appeals most to supporters of the Brandt proposals and other protagonists, who assume that primary product producers are substantially synonymous with poor countries.

It reviews past attempts to regulate world trade in individual commodities and the principles which have at different times been put forward as a basis for such regulation. It also discusses the practical problems of administering reglation schemes. Above all, it is concerened with the difficulties which arise from trying to use prices as a means for re-distributing wealth rather than of balancing changes in demand and supply.
