Five centuries after Columbus thought he'd arrived in India, the Americas have still not reconciled their "Indian" and settler populations. In the 20th century Canada has negotiated only one modern treaty in British Columbia. A decade after finalizing the Nisga'a treaty, the B.C. Treaty Commission process established in 1992 has finalized not one treaty, despite spending hundreds of millions of dollars. This impassioned book examines why. True reconciliation requires flexible mandates, creative negotiators and political commitment, and the treaty process desperately needs a makeover to incorporate such improvements. Drawing on his many years of experience, Tony Penikett ends his book by offering practical remedies for the ailing treaty process, suggesting ways to resolve the self-government controversy, utilize the potential of mediation and fast-track negotiations.
