Meyer, Chairman of the Joint Legislative Committee to Investigate the Affairs of the City of New York found that the public common schools are inefficient and inadequate and do not meet reasonable requirements for the city public schools. There are inadequate school accommodations, fire hazards, negligent administration, and unsound legislation. Recommended is a Board of Education for New York City which stands for education free from political considerations and increased annual budget appropriations.
