The Manual (in PDF format below) summarizes CEQR procedures and provides guidance on the substantive areas of analysis customarily assessed in an environmental review. Applicability of the CEQR Technical Manual: The 2010 CEQR Technical Manual should be used as guidance for any environmental review commenced between May 17, 2010 and February 1, 2012.
