She has held many NIGP positions, including Education and Research Chair, Membership Secretary of the Washington State Chapter of NIGP, and is also an NIGP instructor. Dennis Carney, CPPO, managed procurement, delivery services, and warehousing for Columbus, Ohio city schools for 15 years. Mr. Carney currently teaches procurement classes for NIGP: The Institute for Public Procurement. He has written extensively for NIGP, including co-authoring Global Best Practice documents on audits, developing evaluation criteria, and the evaluation process. Joyce D. Foster, CPPO, CPPB, has over 30 years of public purchasing and contract administration experience. She is a master instructor for NIGP: The Institute of Public Procurement and has contributed to the development of face-to-face and online classes and global best practices. She is currently employed in procurement and contracting with DeKalb Peachtree Airport in Atlanta, Georgia. Ronald King has over 37 years of purchasing experience in both the private and public sectors. He retired in 2018 as Deputy Director, Sourcing & Contracting for the VA Department of General Services/Division of Purchases & Supply in Richmond, VA.
