Ma Xiaohe is the executive vice president of theInstitute of China's Economic Reformand Development, Renmin University of China and the associate dean and researcher at the Academy of Macroeconomic Research, National Development and Reform Commission. His research focus is regional economy. Gao Debu is professor and doctoral supervisorat the School of Economics, Renmin University of China, vice president of the China Economic Reform and Development Research Institute, and researcherat theCollaborative Innovation Center for Socialism with Chinese Characteristics.
