The addressee, Aleksandr Agi︠e︡evich, is likely Aleksandr Aggeevich Abaza (1821-1895), state comptroller and minister of finance under Tsar Alexander II. In the letter the author invites the recipient to become a founding member in an investment company to restore the Apraksin Dvor market, a well known arcade on the banks of the Fontanka River destroyed by fire on May 28, 1862. The author mentions the benefits of participation, suggests that Alexander II is interested in the project, and lists other prominent potential investors.$5DLC
