The "Cold Climate" was the political climate in which Industrial Training Boards had to operate. Constant reviewing and variation in training policy and systems made it uncertain for industry. Systems were never given sufficient time to mature, develop and improve themselves before imposed change led to a new start. The book makes a case for some Government enducement or positive encouragement on industries to train well. There is little evidence that total reliance on voluntary systems will deliver the quality and volume of industrial training needed. Well-trainined
