Louaillier was arrested in March, 1815, on account of his opposition to some of General Jackson's military measures. The present pamphlet is a defence of the writer's conduct and an attack on Jackson's presidential candidacy.

Published also, with variations in text, under title: Speech delivered ... at a meeting of the inhabitants of the county of Opelousas. New Orleans, 1827.
