The Community Economic and Social Development Program (CESD) at Algoma University College was contracted to conduct research on the population defined as the "working poor" and to conduct evaluations of other programs developed under the SCPI I funds. The Social Services Solutions Committee of United Way Canada acted as an Advisory Group to this research.
