Concerns the registration of vessels, and states that "for want of a sufficient number of proper officers in the Island of Newfoundland, and its dependencies, and in some parts of the provinces of Quebeck, Nova Scotia, and New Brunswick" small ships "concerned in carrying out the fishery thereof, and in trading coastwise" need not be registered.
