Plans for the Assemblée coloniale were drawn up in January 1790 to unite the Assemblées provinciale du Sud, du Nord and l'Ouest, convoked in late February 1790, and finally convened in Saint-Marc on March 25th, 1790. Here the Comité permanent in the town of Jérémie, in the southern province of the Saint-Domingue, debate the need for the proposed Assemblée.
