Lora Menotti, 16, is a deb in the Scarlet Sinners gang in the Bronx, but when her family moves to a housing project in Manhattan's lower east side, she needs to get in with the local gang, the Cougars. She seduces the gang leader and replaces his deb to become the head girl. When the gang leader wants to carve his initials into her flesh, she seduces another Cougar and convinces him to fight for leadership.

Lora's plan is to bide her time smoking marijuana, drinking cheap wine, having sex, and getting into fights, until she can quit high school and become a syndicate call girl. In the meantime, can manipulate the Cougars into doing anything, from gang raping a girl she doesn’t like to starting a big rumble just for the sake of violence.
