Johnson (politics, U. of San Francisco) reviews the phenomena of organizational and government whistle blowing in the United States, exploring its causes and effects. Utilizing a number of case examples to illustrate the material, she examines the motivational factors behind whistle blowing, the conditions necessary for whistle blowing to result in policy change, and the legal protections afforded whistle blowers. A final chapter explores how the tradition of American whistle blowing is having an impact in other parts of the world.
