Resolved, that the commissioners of the loan offices be directed to receive the bills of credit, heretofore emitted by the states in which they respectively hold their offices, for such sums as shall be ordered by the Commissioners of the Treasury or the Continental Treasurer, from time to time, for continental purposes, within such states respectively.

Sir, In consequence of the above resolve, I am directed by the Treasury to inform you, that they think it adviseable for the commissioners of the loan offices to consult with the councils or committees of safety of their respective states, and inform themselves of the sums of money that may be wanted for the ensuing campaign ... Signed: William Govett, a. audit. gen. To [blank] Esq; commissioner of the loan-office, for the state of [blank].
LC copy addressed to Thomas Smith (no state named on form). Addressed on verso: To Thomas Smith Esq'r, commissioner of the loan office for the state of Pennsylvania, Philadelphia. Endorsed on verso: Wm. Govett. 30th Janry 1777.
