In Congress, Baltimore, January 14, 1777
Resolved, that the commissioners of the loan offices be directed to receive the bills of credit, heretofore emitted by the states in which they respectively hold their offices, for such sums as shall be ordered by the Commissioners of the Treasury or the Continental Treasurer, from time to time, for continental purposes, within such states respectively.

Sir, In consequence of the above resolve, I am directed by the Treasury to inform you, that they think it adviseable for the commissioners of the loan offices to consult with the councils or committees of safety of their respective states, and inform themselves of the sums of money that may be wanted for the ensuing campaign ...
