"The baseline data collection program was designed as a means of collecting data concerning the biological resources and the operative aspects of the ecosystem of Tracts U-a and U-b and the area contained within a perimeter 1 mi around the boundaries of the tracts, from here on referred to as the project area. The baseline data will be used to predict and evaluate the effects of oil shale development within the tracts, to develop plans for revegetation and fish and wildlife management, and to monitor the effects of development"--Leaf 1.
