In this letter to Joshua Fry Speed, dated May 31, 1861, Holt expresses his disdain for Kentucky's state of neutrality and for her proclamation forbidding Union troops from marching across her territory. Rather than an act of neutrality, Holt sees this as an act of "aggressive hostility."
