This is the final report of the study on the winter atmospheric circulation for the decade 1974-1983. Part I is an observational study of the time mean flow and transients for the northern wintertime for the period 1974/5 to 1982/3. Part II is an observational study of the divergent flow for the tropics and midlatitudes in the northern wintertime for the period 1974/5 to 1982/3.
