In this letter to Amos A. Phelps, Lewis Tappan discusses the advisability of establishing a new paper in Washington. He agrees with Phelps that much good could be done by a strong paper in Washington, and mentions Mr. Bailey and Mr. Chase, who may be good candidates for establishing such a paper. He suggests Phelps go to Cincinnati and confer with them. In a postscript note, Tappan requests that Phelps purchase a copy of ́Slavery as retarding Emancipatioń for him.
