They argue that whites have made local government work for themselves while systematically excluding African-Americans and other minorities. The result, they write, has been a "political system of apartheid." Mr. Williams, one of the plaintiffs in a landmark voting rights lawsuit, and Mr. Shay, a Dallas journalist, back up their argument with facts culled from lawsuits, interviews, city-commissioned studies and articles from white- and black-owned newspapers.
