Place of publication based on other documents printed during the Royal Volunteers' Portuguese occupation of Montevideo (1822-1824). The administrative center of the Provincia Cisplatina was in Canelones. It could have also been printed in the department of San José
Carlos Federico Lecor, the Baron de la Laguna, was a Brazilian official who opted to continue his allegiance to the authority of Pedro I, Emperor of Brazil. Lecor appeals to other rebels, underscoring his view that the new Cabildo of Montevideo was elected by a faction of Anarchists and yet has the audacity to declare itself the supreme authority of the State.
