Our in-depth budget review utilized a risk-based analysis to examine concerns regarding recent funding used to give career ladder increases, plus the following functions: inmate culinary services, clinical services, jail contracting, and Utah Correctional Industries (UCI). These functions represent significant risk areas in the UDC budget's four appropriation line items.
