The author alleges that César-Henri de la Luzerne, who was governor of Saint-Domingue from 1785-1787, has illegally taken some of his land on the island.
Folded plan following p. 140 has an "explication du plan qu'il faut tenir ouvert en lisant le procès-verbal de M. de Ralier, ingénieur en chef de la partie du nord de Saint-Domingue". Following the text is a plan post dated "au Cap le 6 mai 1789, Signé Ralier"
