"The objective of this statement is to provide a detailed description of the oil and gas leasing program as administered by the BLM [Bureau of Land Management] in Oregon, and an evaluation of the anticipated environmental and human impacts. Its purpose is to provide the foundation and framework for subsequent environmental analyses which will be required prior to issuance of oil and gas leases in Oregon by the BLM. It will identify factors needing close attention in such analyses as well as measures for mitigating adverse environmental impacts associated with oil and gas leasing and subsequent activities"--Page 1.
