"WyCoalGas, Inc. ... proposes to construct and operate a coal gasification project in southeastern Wyoming and northeastern Colorado ... Coal would be transported approximately 40 miles to the proposed gasification plant from a proposed surface mine dedicated to the project. WyCoalGas would construct and operate a private electric railroad to transport the coal and return ash from the plant to the mine for disposal. Gas produced at the plant would be transported approximately 160 miles via a proposed pipeline to an existing transmission system"--Page 1-1, volume 1.
