The policeman's bible

or, The art of taking a bribe

This is by a policeman, written to train rookie policemen in how to extract money "on the side" from their job as a policeman. Some people would call that corruption or bribery. The author takes pains to never take a bribe, but always to receive gifts from thoughtful citizens and business owners due to how he saved them a lot of time, money and trouble by deciding not to arrest or cite them, or by stopping by their business regularly to make sure there's no trouble there.

Excerpts

This is a textbook for police rookies. It will teach you how to steal.

Most policemen today just don't know how to be successful thieves, how to take bribes or even gratuities and gifts without getting caught. This book was written to remedy that.

I'm an expert. If you check my record with the police department, you'll find I'm really one of the city's finest. Yet in the fifteen years I've been on the force I've made a ton of money on the side, and many policemen are making more. You, too, can earn some extra bread -- even put your kids through college -- by following a few simple rules. So turn to the first lesson and start learning now.

As for the rest of you, you probably think this is going to be an unscrupulous book, written by an anonymous, unscrupulous author primarily for unscrupulous readers. You're absolutely right. It should be of interest to millions.

See, I believe that 99 percent of the people in this country are hustlers. Personally, I think it's a beautiful system, and I like to think the silent majority shares my feelings. Why not? We're all in this together.

First page; and good summary.

I understand, now, the necessity of my writing. Someone has to teach these guys to steal the right way. This is where I'm at.

Any policeman with half an ounce of smarts knows that you don't accept money from anyone who deals in dope. You don't _accept_ his money . . . _you steal it from him_.

It has been well known among drug users that the cops regularly steal drugs and money from citizens, typically while busting them. We proved this in California after medical marijuana became legal. Patients would get a court order for the return of their property (the marijuana that the cop had seized) and somehow, the police had "lost" it or the vast majority of it. It was "gone" from the locked evidence lockers. Over and over again, with different patients, in different jurisdictions. The cities and counties ended up having to pay the patient the cost of their marijuana, because they could't return it after an invalid bust. Finally there is corroborating evidence in this book that cops have been taught to be thieves who victimize drug users for their own personal profit.
