The book proposes an Information and communication technologies (ICT) management model to potentialize the transformation of Santa Marta (Colombia) into a smart city. This proposal is structured into three levels of ITC management: strategic, tactical and operational, which relate to the maturity, intelligence and technology of the city, respectively. The model is based on good practices and international standards on ITC and recognized theories in this field, and was developed from an instrument designed to quantify the dimension indicators of two research variables: ITC management and smart city. By applying it to governing bodies and analyzing responses, this tool allowed quantitative and qualitatively to describe research variables and the relationship between them, as well as to find strengths and weaknesses to make recommendations with a view to improving the technological state of the city, generating services that increase the degree of intelligence of the city and delineating its ITC strategies. Thus, findings such as the deficiency in ITC strategies, in the degree of intelligence and in the technological state, and the regular level of ITC services and information management in the city, lead to the assumption that Santa Marta still has a long way to go towards achieving a level of maturity of intelligence. The "TIC" (Tecnologías de la Información y las Comunicaciones. ITC in Spanish) is the Comprehensive Information System with relevant data, variables and indicators on the Information and Communications Technologies sector, which facilitates the setting of development goals, strategies, programmes and projects in Colombia.
