"In reaction to Louis XIII's campaign in Bearn against the Protestants an illegal Protestant Assembly was summoned in La Rochelle. Throughout the winter of 1620-1621 this Assembly made plans for a division of the realm into military regions. Although this was not practicable in reality, the King and his ministers declared the inhabitants of La Rochelle and the Assembly meeting there guilty of treason.
