In Finland, there was a tradition of consensus in economic policy in 1980's, and this was symbolized by a set of national seminars (Korpilampi meetings). The national government wanted to create a similar consensus to promote progressive environmental politics, and convened a "National Environmental Meeting" representing the business life, trade unions and civic organizations. The meeting took place on 8th August 1990 and the report of the meeting had the title Aika on kypsä/Tiden är mogen/The time is ready. The meeting itself was successful and the message was clear, even radical. Some conclusions led to some concrete results, like the first state committee on climate change (Hiilidioksiditoimikunta) and a government decision on se and lake shore conservation. The meeting was, however, ahead of its time and was reflected negatively in the results of the parliamentary elections 1991.
Suomessa oltiin1980-luvulla ylpeitä kansallisesta talouspolitiiisesta konseksuksesta, jota luotiin ns. Korpilampi-seminaareissa. Maan hallitus halusi luoda vastaavan konsensuksen edistyksellisen ympäristöpolitikkan pohjaksi ja kutsui koolle eri osapuolia (elinkeinoelämä, ay-liike, eri puolueet ja kansalaisjärjestöt) yhteiseen hyvin valmisteltuun kokoukseen 8.8.1990. Kokouksen henki ja viesti olivat selkeitä ja se johti joihinkintoimenpiteisiin, mutta oli pahasti aikaansa edellä ja heijastui pääsääntöisesti kielteisesti vuoden 1991 vaalien tulokseen.
