In 1966, the Inter-American Development Bank (Banco Interamericano de Desarrollo (IDB)) asked Caroline Ware to suggest possible criteria to evaluate proposed development programs. The IDB was established in 1959 to provide funding to development programs in Latin America and the Caribbean.
