Even when the mother has played no demonstrable role in setting the stage for incest, she is thought to be partially responsible for the inception and continuance of the incestuous relationship through her failure to take any action that would prevent or terminate it.

There is a societal expectation that a mother will protect her children from abuse of all kinds even if her protective role requires her to behave in ways that are inconsistent with her passive, acquiescent role as female.
