First Sentence
"Analyses of long climatological series in the United States have been greatly hindrered by the lack of standardized records prior to the establishment of the U. S. Signal Corps Weather Service in 1870. This deficiency has been pointed out repeatedly, perhaps most recently by Manley [15] in his efforts to extend transatlantic correlation of mean temperatures back through the 19th and 18th centuries. (from the Introduction)"
