Foxbury's lake has become home to a bunch of pirates so the Foxbury police force must act. They come up with a harebrained scheme that goes horribly wrong when Inspector Flannel is kidnapped and the pirates demand a ransom. So the force comes up with a new plan to rescue him which also doesn't go quite as they intended. But an enterprising and determined young constable saves the day and the pirates express remorse for their actions and a determination to stick to the straight and narrow from now on.
A hilarious and gentle story. Graham Oakley is a master of story planning with the images and the words not always matching which creates some exquisitely funny moments.
