The committee on qualifications met on Dec. 2, 1784. "The report seems to have been rendered sometime between December 3 and December 7."--Journals of the Continental Congress, vol. XXVII, p. 723.

The Continental Congress met at Trenton, N.J., in Nov. and Dec., 1784. Isaac Collins was the only printer active in Trenton at that time.
