Proclamation to the Canadians thats purpose was to deceive the British into believing that the destination of the awaited French fleet under Rochambeau was Canada. Cf. Gottschalk, L. Lafayette and the close of the American Revolution, 1942, p. 82, 87.

According to the Library of Congress, "in a letter from Benedict Arnold to General Washington dated Philadelphia, June 7, 1780, Arnold states definitely that it was printed by Mr. Claypoole in Second Street." Formerly thought to be an imprint of the French Fleet Press, Newport.
