The principle of legality does not operate in the Soviet Union. Since the regime does not consider itself to be bound by the law, any organ within the system, from a district council to the Supreme Soviet, and any court, from a people's court to the USSR Supreme Court can -- indeed, must -- violate the law on orders from its opposite number in the party apparat. - p. 28.
