S., Vice-President, in the Chair;-- It was moved by Mr. J. H. Murchison, Seconded by Mr. Benjamin Rotch, Vice-President, and Resolved, -- "That the able Statement of the Preliminary Proceedings with regard to the intended Industrial Exhibition of 1851, which has been made by Mr. Scott Russell, with such further particulars to this time as he may deem expedient, be printed and circulated among the Members."--Caption.

John Russell Scott was secretary of the Royal Society of Arts in 1850 and his efforts were partially instrumental in the success of the Great Exhibition of 1851. Cf. Oxford Dictionary of National Biography.
