This report integrates and expands upon materials published previously by the U.S. Naval Institute in January 1986, February 1987, and April 1987. It is compiled to assist military strategic planners, analysts, and academics in their professional/educational duties. This version is issued to allow a wider distribution than that done by OPNAV and to serve as the initial draft of an annual update to be performed by the Naval Postgraduate School.
