淮安处于京杭大运河的发祥地,是南运河北端和北运河南端的交汇点.明清时期统领全国漕运的漕运总督驻节于此,淮安是全国性的漕运中枢.另一方面淮安是治理黄河,淮河,运河的重点,难点和关键所在.所以明清时期这里不仅有漕运总督驻节,还有治理黄,淮,运河的最高长官河道总督驻节,有全国最大的内河漕船厂以及著名的淮安漕粮中转仓,还有在国家财政收入中占有重要地位的淮北盐运分司,淮安榷关等衙署在此设置.淮安成为中央政府的河道治理中心,漕运指挥中心,漕船制造中心,粮食储备中心和淮北食盐的集散中心,造成了该时期淮安城市的空前繁荣.这一切,也最终奠定了淮安"运河之都"的特殊地位.
