Understanding Social Problems, Policies, and Programs offers a comprehensive analysis of the policies used in the United States to address social problems and to develop the nation's social welfare programs. Leon Ginsberg provides a framework for understanding some of the country's most controversial issues, including welfare assistance and reform. He suggests practical ways in which individuals and groups might implement more beneficial programs for the disadvantaged.

In this third edition, Ginsberg updates American social welfare policy through the 1990s. He explains developments that have taken place during the Clinton administration, in particular the sweeping changes effected by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Ginsberg details the major provisions of the new law and how it differs from laws previously in effect.
